Hines is the development manager for Cherrywood, a new retail-led mixed-use town centre development in South Dublin. On behalf of the joint-venture partners CWTC Multi Family ICAV (Acting in respect of its sub funds the CW TC1 Fund, CW TC2 Fund, CW TC4 Fund and CW mixed Fund) (herein Hines APG Cherrywood), is committed to executing its role as the development manager and long-term operator of the scheme. Hines APG Cherrywood is committed to implementing a best practice approach to minimise construction and operational environmental impacts, while promoting energy efficiency, health, wellness and social inclusivity, to deliver a high performance ESG strategy that is integrated with the overall investment strategy.
Located at the foothills of the Wicklow Mountains in the south Dublin suburb of Cherrywood, Lehaunstown Park House represents a unique opportunity to restore a period house and stables whilst also developing the surrounding lands for a variety of uses (SPP). It is set on approximately 2.88 ha (7.11 acres) and is located within the Cherrywood Strategic Development Zone (SDZ) where development has commenced to deliver a new south Dublin urban centre.
Speaking of the opportunity the site presents, Mark Reynolds of Savills Ireland comments,
“The property is a truly exceptional development opportunity, which could accommodate a variety of uses. A feasibility study, prepared by Mahony Architecture, outlines the development potential of Lehaunstown Park House, illustrating a potential scheme of 3,990 sq m (42,948 sq ft), subject to planning permission. The scheme incorporates a mix of uses including retail, leisure, food and beverage designed around the preservation of the existing protected structures. Under the SDZ, the property may also be considered for other use types such as a private residence or nursing home, subject to planning permission”.
The Property.
The property has many architectural features which hold historic significance. The Lehaunstown Castle Tower House is buried within the walls of the property which was occupied by soldiers and farmers in the 16th century who were there to defend the lands. In the 20th century, the property was developed into a working farmhouse with a collection of outhouses, stables and barns surrounding the main house.
Today, Lehaunstown Park House enjoys a secluded setting within Cherrywood SDZ. Enclosed by a sensitively restored granite wall, access to the property is via a gated entrance with traditional high pillars and a sweeping driveway leading to the residence and stables. The main house measures approximately 135 sq m (1,453 sq ft) over two storeys and is in need of full renovation. The property and the majority of its curtilage has been identified as Protected Structures (approx. 4 acres). A portion of the site is identified as Green Infrastructure (approx. 3 acres).
Adjacent to the house is an impressive double height, L-shaped stable building of granite construction, with decorative red brick cladding extending to approximately 225 sq m (2,422 sq ft). The perimeter of the site is delineated by a variation of stone walls and mature hedgerows.
Cherrywood SDZ.
The subject site falls under the Cherrywood SDZ Planning Scheme. Cherrywood has been identified as a Strategic Development Zone (SDZ) and is currently undergoing a transformation into a new south Dublin urban centre. The area will see the development of a new town centre that will provide an array of grocery retailers, fashion outlets, restaurants, cafes and leisure offerings together with the creation of over 8,000 homes, employment accommodation, schools, parkland and sports facilities. Once complete, Cherrywood will be home to 25,000 + residents and will be south Dublin’s finest shopping and leisure destination, making it a highly desirable place to live.
Location.
In addition to the services and facilities in Cherrywood, neighbouring towns and villages such as Carrickmines, Cabinteely, Killiney and Foxrock offer a wealth of local retail offerings such as cafes, restaurants and neighbourhood shops. A host of amenities are available locally including well regarded schools, leisure complexes, hospitals and sports grounds.
Infrastructure.
Cherrywood has excellent accessibility with the N11 dual carriageway located within approximately 500 metres, which provides direct access to Dublin City Centre within approximately 25 minutes. Junction 16 of Dublin’s orbital motorway, the M50, is also positioned within less than 500 metres from Lehaunstown Park House, providing connectivity to main national roads and a direct route to Dublin Airport within approximately 35 minutes.
The area benefits from a strong public transport network with four Luas stops located within the SDZ. Dublin Bus routes 7, 84, 84a, 84x and 145 serve the area and additional bus services to Cherrywood will be facilitated as the area develops.

Construction works at the Cherrywood Luas station are scheduled to take place over the Easter Bank Holiday weekend.
These construction works will necessitate the temporary closure of Brides Glen, Cherrywood and Laughanstown Luas stops for 3 days over the Easter Bank Holiday weekend – Saturday 20 April, Sunday 21 April and Monday 22 April.
A free replacement bus service will run on the Saturday, Sunday and Bank Holiday Monday between Brides Glen and Carrickmines serving all closed stops. Buses will run approximately every 15 minutes from temporary stops adjacent to the Luas stops at Brides Glen, Cherrywood, Laughanstown and Carrickmines.
This temporary closure of 3 Luas stops is to facilitate the widening of Bishop Street Luas track crossing, as part of the Hines Cherrywood Town Centre Development project. This work is an essential first step in opening up the public parks to the local community. These works include the repositioning of the Luas Overhead Catenary System, the cable system which provides power to the trams. It is necessary to shut off power to the Luas in this area to safely complete these works, thus a section of the Luas line will be closed.
These works will be completed over the Bank Holiday weekend to minimise disruption to the travelling public. It is our intention that these works will be carried out in their entirety and fully completed over this 3-day period.
These works will not affect the rest of the Luas Green Line. However, there will be some Luas service alterations over the Easter Weekend. This includes a temporary closure of the Green Line between St. Stephen’s Green and Dominick stops to accommodate the Easter Parade. See www.luas.ie for full information.
For residents living in the immediate vicinity of Tullyvale, Gleann na Rí and Druids Valley, every effort will be made to minimise the impact of these works. While they may result in elevated noise levels outside of normal working hours, these will be contained utilising a series of mitigation measures including padded noise barriers and additional temporary noise barrier walls.

Hines welcomes confirmation of planning permission by Dun Laoghaire-Rathdown County Council for the construction of a further 146 apartments at the Town Centre (TC) 5 quarter at Cherrywood in South County Dublin. These are the latest residential units within the Cherrywood strategic development zone (SDZ) to be granted planning permission, in addition to the 1,269 apartments already under construction at Cherrywood Town Centre.
Situated at the junction of Bishops Street and Tullyvale Road, approximately 1 minutes’ walk from Cherrywood Town Centre and the new Tully Park, the 15,909 sq. m TC5 development consists of four blocks of 1, 2 and 3 bed four-storey apartments. Featuring high quality design throughout, the development includes parking spaces for 189 cars and 166 bicycles.
Applying the principles of the internationally-recognised WELL Community Standard, which supports public health and well-being, the TC5 apartments will incorporate energy efficiency and smart design standards that will provide the very best in modern living.
Welcoming Dún Laoghaire-Rathdown County Council’s planning approval for TC5, Brian Moran, Hines Senior Managing Director, said, “This is further good progress for the new town of Cherrywood as we start to see additional aspects of the SDZ masterplan now starting to unfold. Hines, the international real estate firm and partner APG Asset Management (APG) today marked the commencement of construction on the first new apartment buildings as part of the new Cherrywood Town Centre, at a special launch ceremony in South Dublin.
The Minister for Housing, Planning and Local Government, Eoghan Murphy T.D. was guest of honour at today’s announcement which will see 1,269 new apartments developed in Cherrywood Town Centre alone over the next 3 years, including 130 social units. Today also it was announced that the contract award for the initial blocks went to John Sisk & Son. This first phase of development is expected to see the immediate creation of 300 new construction jobs by Sisk. Approximately 3,000 construction jobs will be created over the lifetime of the Town Centre building project.
This coincides with agreement between Hines and APG for an additional investment to specifically target other new ‘build-to-rent’ development opportunities in Cherrywood and across Dublin city in the coming years. With a conservative level of debt funding, Hines and APG plan to invest an additional ca. €700m in growing this platform beyond the 1,269 units currently secured at Cherrywood to deliver approximately 3,000 units across the Greater Dublin Area, ultimately taking total capital invested to over €1.1 billion.

Dún Laoghaire-Rathdown County Council gave the go-ahead last May for the new 2.1 million sq. ft. development to be built at Cherrywood. The €1 billion mixed-use development will also include 585,000 sq. ft. of retail and office space as well as high-amenity leisure space.
Speaking at the launch event, Minister for Housing Eoghan Murphy, T.D. said he was delighted to see Cherrywood coming on stream at a time of such critical demand for new housing supply in the capital: “The commencement of construction at Cherrywood SDZ is to be warmly welcomed as a very significant development. Cherrywood’s strategic development zone status allows for major projects of scale to be delivered within accelerated timeframes and as of today, it is officially the largest urban development in the State and in time will see approximately 8,000 new homes becoming available in the area.
Development in the SDZ is being supported and accelerated through measures under Rebuilding Ireland and I am delighted to see the tangible progress being made which will have a major impact on supply in the area. From the very outset Hines Ireland has shown great commitment and vision in devising a very modern and progressive masterplan for the new Town Centre and its surrounds. The 1269 new apartments that will emerge from this first phase of development will deliver modern and sustainable housing for the new residents of Cherrywood for many years to come.

Cherrywood is a government-designated Strategic Development Zone project to build a new town in the borough of Dun Laoghaire-Rathdown comprising over 7,700 new homes, six schools, three major parks and leisure facilities, supported by an existing light rail system and serving an eventual planned population of 25,000 people.
Hines Secures Planning Approval for €1 billion Cherrywood Town Centre Development
Green Light for largest single urban development project in Ireland
Visionary 2.1 million square foot plan features 1,269 apartments and key retail, restaurants, cafes, office, hotel and community facilities. Hines has warmly welcomed the decision by Dún Laoghaire-Rathdown County Council to approve plans for a new 2.1 million square foot town centre development at Cherrywood. The €1 billion mixed-use development will include 1,269 build-to-rent apartments, 585,000 sq. ft. of retail and office space as well as high-amenity leisure space.
This approval now paves the way for the commencement later this year of the largest single urban development project in Ireland. Located between Cabinteely and Loughlinstown in South County Dublin, Cherrywood Town Centre will be constructed on an elevated site integrating the existing Luas stops of Cherrywood and Bride’s Glen. The dynamic new urban quarter will prioritise pedestrians and bike users and will incorporate both covered and open public spaces as well as an extensive array of shops, bars and restaurants, and a 200-room hotel and other leisure facilities.
It is expected that construction on the three-year project will commence in Q4 2018 and provide 3,000 construction jobs. Cherrywood Town Centre will in time provide housing for over 3,200 people, office accommodation for 2,300 and employment for an additional 2,500 retail and leisure workers.
The residential element of the Town Centre project is being developed in a joint venture agreement involving Hines and Dutch pension investor, APG Asset Management (APG).

We are also delighted to announce that Hines has applied the principles of the international-recognised WELL Community Standard to its design with a view to Cherrywood becoming the first WELL-certified development in Ireland and only the third in Europe. WELL is considered the premier global building standard and is viewed as a highly progressive means of supporting public health and well-being.
Having all these elements in place will ensure that this will be a modern, healthy and dynamic community from the very beginning for the 25,000 people who will make Cherrywood their home over the coming years. In addition to the Town Centre project, Hines has just submitted a new planning application for 146 apartments, situated at the junction of Bishops Street and Tullyvale Road, its first application outside of the Town Centre. The apartments will consist of 1 bed, 2 bed and 3 bed units built over 4 blocks.
Hines also recently submitted a separate planning application for the first new school within the Cherrywood development. The Primary School at Tully Park is designed to accommodate up to approximately 700 primary pupils in 24 south-facing classrooms, with a dedicated special needs unit, a school hall, 192 bicycle spaces, green roofs, large outdoor play/courts area and sensory garden.
HINES SUBMITS APPLICATION FOR NEW PRIMARY SCHOOL AT TULLY PARK AS PART OF CHERRYWOOD DEVELOPMENT PROJECT
Hines has submitted a planning application for the first new primary school within the new Cherrywood development in South Dublin.
The Primary School at Tully Park is designed to accommodate up to circa 700 primary pupils – comprising 24 south-facing classrooms, a dedicated special needs unit, a school hall, 192 bicycle spaces, green roofs, as well as a large outdoor play/courts area and sensory garden.
The new school will be the first of 6 schools planned at Cherrywood as part of the overall Strategic Development Zone project. It will be situated directly south-west of Tully Park, which will enable the school to avail of additional outdoor recreational facilities and open space within the new 22-acre Park.
Hines Ireland has provided the fully serviced site for Tully Primary School to the Department of Education free of charge. Hines has worked closely with the Department of Education and Skills in relation to the proposed planning application for the primary school. Once planning is granted, the development phase for the school, including the procurement of a contractor will be overseen by the Department. Today’s announcement has been welcomed by the Minister for Education & Skills, Richard Bruton, T.D.
“This is a great example of my Department, the local authority and of course Hines Ireland, working together to ensure that future generations will have state of the art education facilities to look forward to. We are building more school places than ever before – nearly 20,000 every year. This new school and the others we have planned for the area will be a fantastic addition to the Cherrywood community” said Minister Bruton.
Also welcoming the announcement, Brian Moran, Senior Managing Director of Hines Ireland, said “The up-front provision of physical, recreational, social and educational infrastructure is a key priority in the proposed development of the new town and village centres of Cherrywood.
The new school at Tully is another vitally important piece of the jigsaw, which will ensure young families living in Cherrywood will have immediate access to state-of-the-art education facilities located conveniently on their doorstep. We have been working in partnership with the Department of Education & Skills and Dun Laoghaire Rathdown County Council to ensure that the requisite school facilities are in place to meet the demands arising from people coming to live at Cherrywood.
Today’s announcement comes as we move towards final phase of our initial infrastructure development project at Cherrywood which includes three brand new flagship parks, a state-of-the art all-weather multipurpose pitch, 6 new tennis courts and a sports pavilion, 5.4 kilometres of roadways, pedestrian footpaths, cycle paths, greenways and over 3,000 trees.
Having all these elements ready to go will ensure that this will be a modern, healthy and vibrant community from the very beginning for the many thousands of families who will make Cherrywood their home over the coming years.”
Minister with responsibility for Higher Education, and local constituency T.D. Mary Mitchell O’Connor in whose constituency this new school will be located, said “I am delighted for the families and parents of Cherrywood who will have this 21st century primary school on their doorstep. I have no doubt that this school will lead the way in best-in-class learning and development for local children. This visionary development means that the young families of Cherrywood will have a state-of the-art primary school for their children’s formative years in education.”
In addition to the Primary School planning application, Hines is currently awaiting the outcome of a planning application for the proposed Cherrywood Town Centre development, including 1,269 apartments, and 585,000 sq. ft of retail and leisure outlets comprising shopping, restaurants and cafés. Cherrywood Town Centre alone will eventually be home to over 3,200 people, with the potential to accommodate 2,300 office staff and employment for more than 2,500 retail staff. Hines anticipate that work on this important next phase will commence later this year.
Landscaping work on Cherrywood’s 80 acres of parkland and playing pitches is also on schedule for completion in Spring 2018.
